For a GIS tutorial ESRI's http://www.gis.com has a great set of resources describing what GIS is, how you can use it, and a bit of the theory behind it. For open source developer tools - http://www.osgeo.org has lots of useful information. projects and tools you can use. There are also the Google, Microsoft, and Yahoo API ecosystems that provide a rich set of resources. Can't forget some of the great independent projects like Mapufacture and Worldkit as well for tools and software. I'm sure I've left too many people and projects out but should be a good start.
